Sheff Wed Deals with Serious Challenges, Says Football Regulator

'We will play a key role in football's future' - newly appointed regulator the new chairman

The team's current difficulties are seen as a "major concern" and the independent regulator is aiming to acquire authority to investigate clubs in comparable cases, the recently named head the regulator has announced.

Through a comprehensive talk, the chairman, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporters' associations connected to the Championship side this week.

The football club have been facing challenges both on and off the pitch in 2025, with the club delaying salary disbursements on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," Kogan told.

"Sheffield Wednesday is one of the iconic names for English football and recently we have met fan representatives.

"We're now looking to get powers... which will enable us to take the club and similar situations referred to us if they need to be investigated and acted upon."

Monetary Issues and Ownership Situation

Wednesday's embattled owner the Thai businessman stated during the off-season he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the league officials in summer, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I completely understand Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the followers."

When asked if the regulator could force an chairman to relinquish a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is commence engagement with an specific team, an particular chairman, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," the regulator explained.

"In actuality, when you review the record of the sport, over the past few decades there have been certain proprietors, few in number, but particular people who have shown negligence in the way which they've been managing their teams and eventually refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged delegates from multiple organizations to detail the scope of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the sport makes errors, the extraordinary progress that's been made might evaporate incredibly quickly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a major achievement - we need to continue the progress.

"Considerable investment entering the sport and has been invested for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an commercial operation of the top division.

"As someone who appreciates the concern of undermining the Premier League as a premium product of this country. But simultaneously, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a significant confidence."

Ideological Links

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the political party in recent years.

The 68-year-old contributed funds to government minister the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I am no longer involved in any sort of politics."
